Rebuild Florida is a housing recovery program funded by the U.S. Department of Housing and Urban Development (HUD). It helps eligible homeowners repair, rebuild or replace homes damaged by major storms.

What is Rebuild Florida?

This round of assistance is for damages caused by:

  • Hurricane Idalia

  • Hurricane Debby

  • Hurricane Helene

  • Hurricane Milton

  • May 2024 North Florida Tornadoes

Which storms does this program cover?

Is this the same as the Federal Emergency Management Agency (FEMA)?

No. Rebuild Florida is a state-managed program with federal funding from the U.S. Department of Housing and Urban Development (HUD). It is not a FEMA program.

Does Rebuild Florida reimburse expenses?

No, Rebuild Florida directly funds the repair or reconstructions of homes for eligible homeowners as funding allows.

Who can apply?

Which storms does this program cover?

You may be eligible, if:

  • You owned and lived in your home during Hurricanes Idalia, Debby, Helene, Milton or the May 2024 Tornadoes.

  • Your home suffered damage from one or more of those storms.

  • Your household meets low- to moderate-income guidelines.

  • Your home is located in one of the following eligible counties: Alachua, Baker, Bradford, Brevard, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie, Duval, Flagler, Franklin, Gadsden, Gilchrist, Glades, Gulf, Hamilton, Hardee, Hendry, Hernando, Highlands, Indian River, Jefferson, Lafayette, Lake, Leon, Levy, Liberty, Madison, Marion, Martin, Nassau, Okeechobee, Osceola, Palm Beach, Polk, Putnam, Seminole, St. Johns, St. Lucie, Sumter, Suwannee, Taylor, Union or Wakulla.

What are the income limits?

Income limits vary by county and household size. Even if you are unsure, you should still complete the pre-application, so we may determine program eligibility.

Are renters eligible?

No. This program is for homeowners only.

Are mobile homes or manufactured homes eligible for assistance through Rebuild Florida?

Yes, mobile homes may be eligible for replacement. In instances where the applicant owns the land the mobile or manufactured home sits on, you may be eligible to receive a stick-built reconstruction. Mobile homes will not be eligible for repairs.

Are there geographic limits?

Yes, your damaged home must be in one of the following counties: Alachua, Baker, Bradford, Brevard, Charlotte, Citrus, Clay, Collier, Columbia, DeSoto, Dixie, Duval, Flagler, Franklin, Gadsden, Gilchrist, Glades, Gulf, Hamilton, Hardee, Hendry, Hernando, Highlands, Indian River, Jefferson, Lafayette, Lake, Leon, Levy, Liberty, Madison, Marion, Martin, Nassau, Okeechobee, Osceola, Palm Beach, Polk, Putnam, Seminole, St. Johns, St. Lucie, Sumter, Suwannee, Taylor, Union or Wakulla.

Pre-Application Process

What is the pre-application?

It is a short form that helps us see if you might qualify and ensures we are able to contact you when the full application opens.

Does pre-applying guarantee I will get help?

No. Pre-application is the first step toward applying. Final eligibility is determined during the full application process.

How do I pre-apply?

Visit Apply.RebuildFlorida.gov and complete the form online. If you are unable to submit a pre-application online, you may call 850-717-8404, Monday through Friday, 8 a.m. – 5 p.m. ET for assistance.

Is there a deadline to pre-apply?

No deadline has been set, however funding is limited. We recommend pre-applying as soon as possible.

Full Application

Later this year (2025). Everyone who pre-applies will be notified by email and phone when it’s time to complete the full application.

When will the full application be open?

What documents will I need for the full application?

You will likely need:

  • Proof of homeownership (such as a deed or property record).

  • Proof you lived in the home during the storm (such as a utility bill).

  • Proof of income (such as a tax return or pay stubs). 

  • Proof of minors, seniors or people with disabilities who live in the home.

Getting Help

Yes. When the full application opens, we will have local enrollment centers in addition to a call center to help homeowners apply.
